Despite the finale of the first tape Tommy Gibbs turns out to be more alive and the efforts of daddy Gibbs is sent to Harlem Hospital, and the dirt on New York officials are hidden. While Gibbs Jr. lies in the hospital, his father raises criminal business.

What seemed to be a finished masterpiece in the form of the first film is revived thanks to a simple plot twist that brings back the main character. Now he will seek revenge, fighting with newfound fury for leadership in the concrete jungle. Now he is taken seriously, and this forces him to maintain the high standards he has already set.

In a series of showdowns, shootouts, chases, and bloody murders, the film's running time passes completely unnoticed. Larry Cohen's chosen focus on dynamism proves to be a winning move, if only because of the obvious senselessness of what is happening. The viewer already understands that the hero cannot be guaranteed a different ending than the one offered in the first part of this story. So, together with Fred Williamson and the other participants in the action, we simply strive to grasp the moments of what is happening, without counting on any positive ending. This makes the final chord all the more interesting. Once again, Fred Williamson's frenzied and tense face will reveal another act of violence. But will the viewer feel sorry for the victims? Especially since the creators of the film will probably provide all reasonable justifications for the hero. And in this way, there may be a chance for a truly bright future.

So, despite the film's secondary nature, Fred Williamson's enchanting charisma elevates it to a more than decent level.
